One process for every service
Documents, records, meetings or interviews, the work runs the same way, and all of it happens remotely.
Tell us what you have
Start with your website address and a few details. It takes about two minutes.
Get your audit or quote
Within 48 business hours you get a free document audit or a quote for your project.
Send or approve the material
Upload files, export images, or point us to your video and recordings.
We do the work
Every file is processed and checked by a person, then delivered with a report.
Compliant files, and the paperwork to show it
A managed service for government agencies and hospitals working toward the ADA Title II web rule.
Tagged and tested
Each file comes back with real tags, reading order, headings, table structure and alt text, then checked against WCAG 2.1 AA.
A conformance report per file
Every remediated file ships with a report you can keep on record, so you can show what was fixed and when.
Managed for you
Upload files, or approve the ones we find on your site. We do the work. There is no software for your staff to learn.
Documents in, compliant files out
You upload or approve the files. We do the work and send back compliant files with a conformance report.
| File type | We remediate? | You get |
|---|---|---|
| Text PDFs | Yes Core service | Tagged PDF and conformance report |
| Scanned PDFs no text layer | Yes | OCR, then a tagged PDF |
| Fillable PDF forms | Yes Premium tier | Labeled fields and a logical tab order |

Video and audio

Flagged for you to route
Our audit lists these so you can send them to the right team. We don't remediate them.
- Image alt text on web pages
- Web page code
- Live captions
- Audio description for video
- Mobile apps
The vault, searchable online
We turn a county's already-scanned record images into searchable, indexed records, entirely remotely. We never go to the courthouse.
"Deeds before 1971 are in the vault. Come in and pull the books."
The full history is searchable online by name, date and book and page, with images.
| What you have | What we do | Fit |
|---|---|---|
| Images, but no index | You send or export the images. We OCR, index and QA them, then return the index data. | Best Fully remote |
| Nothing captured yet | Capture goes to your vendor or one of our scanning partners. We do all the processing after. | Partner |
OCR
Turns page images into text, so every word on the page can be found.
Indexing
Pulls out the fields people actually search by and stores them as structured data. For a deed:
Add-ons
- Redaction of Social Security numbers and personal data in modern records
- Hosting for counties without a records portal
Keep meeting the way you do. We handle the rest.
You hold meetings and post video exactly as you do now. Within 72 business hours the video is captioned, the meeting is searchable on your website, and your clerk has draft minutes waiting.
| What you get | Where you see it |
|---|---|
| Reviewed captions | On your own YouTube videos |
| Searchable archive video, synced transcript and agenda items | On your website, by embed or subdomain |
| Draft minutes | Your Client Dashboard, plus an email when they're ready for approval |
| Transcript and caption files | Downloadable from the portal |
| Monthly report and invoice | By email: meetings processed and hours used |
The ADA Title II rule requires captions on posted meeting video.
From boxes of tapes to a collection people can hear
We turn untranscribed interview recordings into a searchable, mapped, listenable collection, and keep it online. We sell exactly two things.
| What we sell | What it is | How it's paid |
|---|---|---|
| Processing | Digitizing, a transcript checked by a person, chapters, and names and places tagged, ready to publish | Per recording, one time: all at once, in monthly installments, or as new interviews arrive |
| Hosting | Your collection online with search, a map, safe storage of originals, staff login, a monthly report and full export anytime | Monthly, by collection size, for as long as it's online |
Existing recordings Best fit
Libraries, historical societies and museums holding tapes or files nobody has transcribed. Fully remote, like records indexing.
New projects
Interviews still to be recorded, such as centennials and veterans projects. We record remotely over video calls or guide your volunteers, and do everything after.
Nothing is published unless the narrator signed a release. Our software enforces it.
Data Access And Preservation Is Our Mission
Howdy!
Van here. I'm the Principal Security Architect and Product Designer at Atlas Data, and I've seen far too much good data mismanaged, misplaced, or just quietly left forgotten to time. It's nearly the same thing every time: nobody owns it, nobody preserves it, nobody can find it, and no one cares... until they need to (and it's usually too late then).
Courthouses, city halls, hospitals, libraries and historical societies are sitting on things of real value that people can't get to. Deed books that exist only as page images. Council meetings on video with no captions and no way to search them. Interviews with a town's oldest residents on cassettes in a closet. Public documents a screen reader can't open.
None of that is lost, yet. It's just locked away. Forgotten.
Atlas Data Services exists to unlock it: to preserve what you already have and make it reachable by the people it belongs to. A record only matters if someone can find it, whether that's a title researcher, a resident using a screen reader, or a grandchild looking for a voice they remember.
We do the work remotely, so nobody has to haul boxes or pull staff off the counter. You upload the files, and you get back documents that meet WCAG 2.1 AA, records that are indexed and searchable, meetings that are captioned and easy to search, and oral histories ready to share online.
If you have records, recordings or documents that people should be able to reach, we'd love to hear about them. Start with a free document audit, or just say hello.

Frequently Asked Questions
General
We're security professionals who kept seeing the same thing: local governments, non-profits and hospitals are underserved and overcharged when it comes to their own records. We built Atlas Data to give them exactly what they need, without the friction.
Your free document audit or quote arrives by email within 48 business hours of your request.
No. We're built to be low touch, and all of our work is remote. Upload your files, ship them to us for transfer, export your page images, or point us to your video and recordings.
It depends on the project. Subscription options are available for some services, and your quote arrives within 48 business hours.
Document Remediation
Text PDFs, scanned PDFs, fillable PDF forms, and Word, PowerPoint and Excel files. Scanned PDFs are OCR'd first, and fillable forms are part of our premium tier.
Each file comes back compliant with WCAG 2.1 AA, along with a conformance report. For Office files you get the fixed source file and an accessible PDF export.
Captions and transcripts for video and audio are handled by our Meeting Archive service. Image alt text on web pages and web page code show up in your audit too, but we don't remediate them. We'll gladly hand you the results to route to the right people.
It does if a covered public entity provides them or makes them available to the public. That includes PDFs, word-processing files, spreadsheets and presentations. Covered entities include:
- State and local governments: cities, towns, counties, departments, agencies and special districts.
- Public education: public schools, school districts, colleges and universities.
- Public services and facilities: public hospitals, health services, transit authorities, courts, law enforcement agencies and libraries.
Records
OCR turns page images into text so every word can be found. Indexing pulls out the fields people search by, such as grantor, grantee, instrument type, recorded dates, book and page, and legal description, and stores them as structured data.
Not a problem, we can help. We can transfer the records for you or help you find the right partner. Once they're converted, we handle all of the processing that comes after.
Yes. Redaction of Social Security numbers and other personal data in modern records is available as an add-on.
Yes. Hosting is available as an add-on, managed directly through your Client Dashboard.
Meeting Archive
No. Hold meetings and post video exactly as you do now. Within 72 business hours the video is captioned, the meeting is searchable on your website, and your clerk has draft minutes waiting.
Under the ADA Title II rule, captions are required on posted meeting video by April 2027 for populations of 50,000 or more, and by April 2028 for smaller populations.
To your Client Dashboard, and you get an email when they're ready for approval. Transcript and caption files can be downloaded there too.
Monthly. Each month you get a report and invoice showing meetings processed and hours used. Project-based archiving is also available.
Oral History
Recording and processing come with several options: per recording, per project, or by subscription. Hosting is monthly, by collection size, for as long as the collection is online.
Yes. We record remotely over video calls or guide your volunteers, then handle everything after.
